The Bureau Chief is empowered to create internal rules, conduct periodic inspections of rental properties, investigate complaints about violations or unsafe and unsanitary conditions, and refer non-compliant parties to the City Attorney for legal action. Plain English — not legal advice.
Under § 475-62, rental property owners in Fulton should expect that the Bureau Chief will conduct periodic inspections of their properties as part of routine compliance oversight for the City of Fulton Rental Permit Law. When a notice of violation is issued, compliant operators generally address the identified issues within the timeframe specified in that notice, since failure to do so may prompt the Bureau Chief to refer the matter to the City Attorney for legal action. Maintaining properties free of unsafe or unsanitary conditions is the standard that inspections under this section are designed to verify.

Section 475-62 gives tenants a formal avenue for reporting unsafe or unsanitary rental conditions: the Bureau Chief is specifically charged with investigating all complaints of alleged violations. Tenants can also request access to inspection records and violation findings related to their rental property, as those records are available for examination and copying under New York's Freedom of Information Law. Tenant-rights organizations in the Fulton area can help residents understand how to file a complaint with the Bureau Chief or navigate the records-request process under this provision.
