Every property shall have a garbage storage facility in the rear yard and a sufficient number of suitable receptacles that are readily accessible to all occupants so as to contain all garbage, debris and waste; and the receptacles shall be containers that are watertight, equipped with tight-fitting covers, rodent- and pestproof, and shall be maintained in a clean state. B. Where garbage and refuse is to be stored or placed for disposal outside the enclosing walls of a building, the storage place or place for disposal shall be screened from public view. The screening device will not exceed the total square footage of four feet by 10 feet in area. Anything larger will require a permit from the City Code Department. C. All receptacles must be brought in from the curb to the proper storage area the same evening as the scheduled pickup day.
Section 475-60.10 of Fulton, N.Y.'s Code of Ordinances establishes standards for how garbage and recyclables must be stored at residential and other properties. Every property must maintain a rear-yard garbage storage facility with enough watertight, covered, rodent- and pest-proof receptacles to hold all waste, and those receptacles must be kept clean. Any outdoor storage or disposal area visible from public view must be screened, with screening limited to 40 square feet (4 feet by 10 feet) unless a permit is obtained from the City Code Department, and all receptacles must be returned from the curb to their storage area on the same evening as pickup.
Plain English — not legal advice.
Property owners and managers operating under § 475-60.10 generally ensure that each property has a designated rear-yard storage area equipped with a sufficient number of watertight, covered, rodent- and pest-proof receptacles to handle all waste generated by occupants. Compliant operators also install screening for any outdoor refuse areas visible from public view, keeping that screening within the 40-square-foot limit or obtaining the required permit from the City Code Department if a larger screen is needed. Operators typically establish a routine—or communicate expectations to tenants—so that receptacles are brought back from the curb to the proper storage area on the same evening as the scheduled pickup.
