Fulton, N.Y., Code of Ordinances ch. 475 § 475-52 establishes rules for managing solid waste on residential properties. Exterior areas must be kept clear of materials that could pose health, accident, or fire hazards, and garbage or rubbish may not be stored in hallways or stairways. All solid waste must be kept in approved containers and set out according to the City of Fulton's separate solid waste code, § C70.
Plain English — not legal advice.
Under ch. 475 § 475-52, compliant property operators generally maintain exterior areas free of debris and hazardous accumulations, ensure that garbage and rubbish are stored only in regulation containers rather than in shared interior spaces like halls or stairways, and follow the City of Fulton's § C70 schedule and procedures for setting out solid waste for collection. Providing tenants with adequate sanitary facilities and clearly communicating disposal expectations are practices associated with meeting this standard.

Section 475-52 of Fulton's Code of Ordinances gives tenants a basis to expect that their building's exterior and shared interior spaces—such as hallways and stairways—are kept free of garbage, rubbish, and other hazardous accumulations. If these conditions are not being maintained, tenants may consider documenting the issue and contacting the City of Fulton's code enforcement office to report a potential violation. Tenant-rights organizations can help explain what options are generally available when a property is not meeting solid waste standards under this provision.
