Fulton, N.Y., Code of Ordinances ch. 475 § 475-29
Prohibited accumulations and storage
Operative Text
It shall be prohibited: A. To accumulate or store except in approved locations any highly flammable or explosive matter, such as paints, volatile oils, cleaning fluids and similar materials, or any combustible refuse such as wastepaper, boxes, rags or similar materials. B. To accumulate or store rubbish, garbage or other materials on fire escapes or stairs, in stairways or passageways, at doors or windows or in any other locations where in the event of fire such materials may obstruct egress of occupants or interfere with firefighting operations.
Section 475-29 of Fulton, N.Y., Code of Ordinances ch. 475 prohibits two categories of dangerous storage in residential and other occupied buildings. First, it bans keeping highly flammable or explosive materials — such as paints, volatile oils, and cleaning fluids — anywhere other than approved locations. Second, it forbids placing rubbish, garbage, or other materials on fire escapes, stairs, stairways, passageways, doorways, windows, or any spot where those materials could block occupants from exiting or hinder firefighting efforts during an emergency.
Plain English — not legal advice.
Operators of properties subject to § 475-29 of Fulton's Code of Ordinances ch. 475 generally maintain clear, designated storage areas for flammable or explosive substances and ensure those materials never accumulate in unapproved spaces. Compliant managers routinely inspect fire escapes, stairways, passageways, and exit points to confirm they are free of rubbish, garbage, boxes, rags, and similar combustible clutter. Routine documentation of these inspections and prompt removal of any prohibited accumulations are practices commonly associated with ongoing compliance.

Under § 475-29 of Fulton, N.Y., Code of Ordinances ch. 475, tenants have an interest in buildings where flammable materials are stored safely and exit routes remain unobstructed at all times. If fire escapes, stairways, or passageways in a building appear blocked by garbage or combustible materials, residents may report the condition to the local code enforcement or fire marshal's office in Fulton. Tenant-rights organizations can help explain what documentation to gather and what local complaint processes are available when a potential violation of this provision is observed.
