Fulton, N.Y., Code of Ordinances ch. 475 § 475-22
Exits
Operative Text
A. Safe, continuous and unobstructed exits shall be maintained from the interior of the building to the exterior at street or grade level. B. Exits shall be arranged, constructed and proportioned so that occupants may escape safely from the building in case of emergency. C. In one- and two-family dwellings and multiple dwellings, in addition to a primary exit from the building, there shall be provided an opening for emergency egress in habitable space. Openings for emergency use shall be as defined in the New York State Uniform Fire Prevention and Building Code. D. In all other structures and buildings, approved exits shall be provided. E. Nothing shall be placed, accumulated or stored which obstructs egress from stairways, passages, doors, windows, fire escapes or other means of egress.
Section 475-22 of Fulton, N.Y.'s Code of Ordinances requires that all buildings maintain safe, clear, and uninterrupted pathways from the interior to the outside at street or grade level. Residential buildings—including one- and two-family homes and multiple dwellings—must have both a primary exit and an emergency egress opening in each habitable space, as defined by the New York State Uniform Fire Prevention and Building Code. No objects may be placed, piled, or stored in a way that blocks stairways, doors, windows, fire escapes, or any other means of egress.
Plain English — not legal advice.
Under § 475-22, compliant property operators routinely inspect all exit pathways—including stairways, corridors, doors, windows, and fire escapes—to confirm they remain clear of stored items, debris, or other obstructions at all times. For one- and two-family dwellings and multiple dwellings, operators verify that each habitable space has both a primary exit and an emergency egress opening that meets New York State Uniform Fire Prevention and Building Code standards. Maintaining documentation of regular inspections and any corrective actions taken is a common practice among operators seeking to demonstrate ongoing compliance with this provision.

Section 475-22 gives occupants of Fulton buildings a right to safe, unobstructed exit pathways and, in residential dwellings, to an emergency egress opening in every habitable space. If exits are blocked, emergency egress openings are absent or non-compliant, or pathways are otherwise unsafe, tenants may report the condition to the local code enforcement office responsible for administering Chapter 475. Tenant-rights organizations in New York can help occupants understand how such violations may be raised in housing proceedings or what complaint processes are available.
