Elmira, N.Y., Code ch. 8, art. V § 8-455
Junk
Operative Text
(a) Refrigerators, and similar equipment with locking mechanisms, shall not be discarded, abandoned or stored on premises accessible to children, without first removing the locking devices or the hinges of the doors. (b) Junked vehicles, junked equipment and junked materials shall not be stored in open areas of premises.
Elmira Code ch. 8, art. V § 8-455 establishes two related rules about junk and discarded items on residential premises. First, refrigerators and similar appliances with locking mechanisms cannot be left, abandoned, or stored where children can access them unless the locks or door hinges are removed beforehand. Second, junked vehicles, equipment, and materials are prohibited from being stored in open, outdoor areas of any premises.

Under Elmira Code ch. 8, art. V § 8-455, compliant property operators ensure that no old refrigerators or locking appliances are left accessible to children without first removing the locking hardware or door hinges. They also keep outdoor areas of their properties clear of junked vehicles, equipment, and materials. Routine property inspections help operators identify and address these conditions before they become code violations.

Elmira Code ch. 8, art. V § 8-455 gives tenants a basis to raise concerns if a landlord allows junked vehicles or equipment to accumulate in open areas of the property, or leaves discarded locking appliances accessible to children. Tenants who observe these conditions may file a complaint with the appropriate Elmira code enforcement office. Tenant-rights organizations can also help explain what documentation or steps are generally available when a property appears to be out of compliance.
