Elmira Code ch. 8, art. V § 8-381 establishes baseline standards for the exterior of residential structures. Exterior walls, foundations, doors, windows, skylights, roofs, stairs, porches, and fire escapes must all be kept in sound, weathertight, and safe condition. The rule is designed to prevent water intrusion into basements and cellars and to ensure that exterior access points and structural elements do not pose safety hazards.
Plain English — not legal advice.
Under Elmira Code ch. 8, art. V § 8-381, compliant property operators routinely inspect and maintain all exterior components — including foundations, walls, roofing, windows, doors, and stairways — to prevent water infiltration and structural deterioration. Operators generally document maintenance activities, address weatherproofing deficiencies promptly, and ensure that railings, fire escapes, and entrance platforms remain structurally sound. Keeping records of repairs and inspections can help demonstrate ongoing compliance with the provision's requirements.

Elmira Code ch. 8, art. V § 8-381 gives tenants a basis to raise concerns when exterior walls, roofs, windows, doors, stairs, or fire escapes are not maintained in safe and weathertight condition. Tenants who observe water intrusion into basements, deteriorating fire escapes, or failing exterior openings may report these conditions to the appropriate local code enforcement authority in Elmira. Consulting a tenant-rights organization can help tenants understand the range of options available, including raising a code violation as a defense in relevant proceedings.
