Section 132-3 establishes a public registration system for multiple dwellings in Corning, meaning tenants can look to the City's registration records to identify the current legal owner of their building and confirm that ownership information is up to date. If a building's ownership has changed and no amended registration was filed within 30 days as required by § 132-3, that gap in compliance may be relevant information when raising concerns with the City or a tenant-rights organization. Tenants who have questions about whether their building is properly registered can inquire at City offices, where registration forms and records are made available.
