Buffalo, N.Y., Code of Ordinances ch. 269 § 269-10
Transferability and display of licenses (Buffalo Lodging Houses Ordinance)
Operative Text
A lodging house license issued hereunder (as well as any license issued to an agent under this chapter) is not transferable and shall be kept posted in a conspicuous location in the main entrance hallway of such lodging house at all times. The name of the agent (if applicable) as well as a telephone number and room number or location whereby the agent may be reached in the case of an emergency shall also be posted and displayed in a conspicuous location in the main hallway at all times, except for those lodging houses exempt from the agent requirement as set forth in § 269-5G .
Under Buffalo, N.Y., Code of Ordinances ch. 269 § 269-10, a lodging house license is personal to the licensee and cannot be transferred to another party. The license itself must be posted visibly in the main entrance hallway at all times. Where an agent is required, the agent's name, telephone number, and room number or location must also be displayed in that same hallway, so that residents and visitors can reach the agent in an emergency—unless the lodging house qualifies for the agent-requirement exemption under § 269-5G.
Plain English — not legal advice.
Operators subject to Buffalo, N.Y., Code of Ordinances ch. 269 § 269-10 generally keep the original lodging house license mounted in a visible spot in the main entrance hallway and ensure it remains there continuously. Where an agent is designated, compliant operators also post the agent's name, a working phone number, and the agent's room number or location in that same hallway so emergency contact information is always accessible. Operators should verify whether their property qualifies for the agent-requirement exemption under § 269-5G, and they should be aware that the license cannot be sold or transferred to a new owner or manager.

Section 269-10 of Buffalo's lodging house regulations gives residents a straightforward way to check whether their building is properly licensed: the license should be visibly posted in the main entrance hallway at all times. If an agent is required for the property, that agent's contact details must also appear in the same location, providing a direct emergency contact. Tenants who cannot locate a posted license or agent information may consider raising the issue with the relevant Buffalo municipal licensing or code-enforcement authority, or reaching out to a local tenant-rights organization for guidance on next steps.
