Auburn, N.Y., Code of Ordinances ch. 182 § 182-23 establishes two related prohibitions for residential premises. First, it bars the accumulation or storage of highly flammable or explosive materials—such as paints, volatile oils, cleaning fluids, and combustible refuse like wastepaper, boxes, and rags—except in spaces that meet the requirements of § 182-25(C). Second, it prohibits placing anything in a location that blocks exits such as stairways, passageways, doors, windows, or fire escapes, or that interferes with firefighting equipment or personnel. Together, these rules are designed to reduce fire hazards and keep evacuation routes clear in residential buildings.

Operators of residential properties in Auburn are generally expected to ensure that no flammable or explosive substances—including paints, volatile oils, and cleaning fluids—are stored outside of compliant spaces as defined by § 182-25(C) of ch. 182. Compliant property managers also routinely inspect common areas, hallways, stairwells, and exit routes to confirm that no materials have accumulated in ways that could block egress or impede firefighting access. Maintaining clear documentation of storage practices and conducting regular walkthroughs are actions commonly associated with ongoing compliance under § 182-23.
