Plain English

Albany, N.Y., Code of Ordinances ch. 231 § 231-63 establishes that any direct-fired heating equipment and the space housing it must receive a continuous, adequate supply of outside air. This air supply must be sufficient to support complete combustion at the equipment's rated output and to prevent dangerous heat buildup in the enclosure. The rule specifies that this air must reach the equipment through openings that connect—either directly or through interior spaces—to the building's exterior.

For Property Managers

Under Albany, N.Y., Code of Ordinances ch. 231 § 231-63, compliant property operators ensure that every direct-fired heating unit is installed in a space with properly sized air-supply openings leading to the exterior. Operators typically verify that these openings are not blocked, sealed, or reduced in size after installation, since adequate airflow is required both for safe combustion and to prevent heat accumulation. Routine inspections of furnace rooms, boiler enclosures, and similar spaces help confirm that the air-supply pathways remain unobstructed and meet the standard set by this section.

For Tenants

Albany, N.Y., Code of Ordinances ch. 231 § 231-63 gives tenants a basis to raise concerns if the space housing a direct-fired heating unit appears to lack proper exterior air-supply openings, which can affect both equipment performance and occupant safety. Tenants who observe blocked vents, sealed openings, or signs of heat accumulation near heating equipment may report these conditions to Albany's local code enforcement or housing inspection office. Tenant-rights organizations familiar with Albany's housing code can help residents understand what documentation to gather and what general options are available when a potential violation of this provision is suspected.
