Albany Code of Ordinances ch. 231 § 231-49 establishes sanitation and safety standards for swimming pools in rental or residential properties. The rule covers water supply purity and backflow prevention, proper drainage away from the pool, adequate filtration and sterilization equipment, safe storage of chemical equipment, and measures to keep foreign matter out of the bathing area. Together, these requirements are designed to protect pool users from contamination, chemical hazards, and unsafe water conditions.

Under Albany Code ch. 231 § 231-49, compliant property operators generally ensure that pool water supplies are protected from cross-connection and backflow, that floor drains around the pool direct water away from—not into—the pool, and that filtration and sterilization systems are kept in working order during all periods of use. Rooms housing gas or chemical disinfectant equipment are kept properly ventilated to prevent the buildup of toxic or flammable fumes. Routine maintenance practices also include measures to prevent dirt, sand, or other debris from reaching the bathing area.

Albany Code ch. 231 § 231-49 establishes that tenants who have access to a swimming pool are entitled to a facility that meets specific sanitation and safety standards, including clean water supply, proper drainage, functioning filtration and sterilization equipment, and a bathing area free of foreign matter. If a pool appears to fall short of these standards—such as through visible contamination, inadequate drainage, or improperly stored chemicals—tenants may consider documenting the conditions and reporting concerns to the appropriate Albany municipal code enforcement authority. Tenant-rights organizations in the Albany area can help explain available options, including how to raise a code violation as part of a broader housing complaint.
