Lincoln, Neb., Mun. Code ch. 21.56 § 21.56.060
Mobile Home or Trailer Stands
Operative Text
The area of the mobile home or trailer stand shall be improved to provide an adequate and approved foundation for the placement of the mobile home or trailer , thereby positioning the superstructure against uplift, sliding, rotation or overturning. The mobile home or trailer stand shall be on basically incombustible materials and shall not shift or settle unevenly under the weight of the mobile home or trailer due to frost action, inadequate drainage, vibration, or other forces acting upon the superstructure. The mobile home or trailer stand may be provided by means of a solid concrete footer block (16"x16"x4" minimum) placed on solid uniform soil upon which are placed and centered standard concrete blocks, one on top of another, with cells placed vertically. A solid four-inch concrete cap covering the concrete blocks shall be provided as the bearing area to be positioned directly beneath the steel frame of the mobile home or trailer. Such blocking shall be provided upon which shall be placed a wooden spacer and wooden shims along the full length of the mobile home or trailer unit, spaced not more than ten feet apart, and not more than five feet from the ends of the unit. (Ord. 11755 §2; August 16, 1976: prior Ord. 10875 §6; July 30, 1973).
Section 21.56.060 of the Lincoln Municipal Code establishes structural and material standards for the stands or pads on which mobile homes and trailers are placed. The stand must be built from essentially non-combustible materials and engineered to hold the unit firmly against forces such as uplift, sliding, rotation, and overturning. The code also specifies one acceptable construction method in detail, involving concrete footer blocks, stacked concrete blocks, a solid concrete cap, and wooden spacers and shims placed at regulated intervals along the length of the unit.

Operators of mobile home or trailer parks in Lincoln must ensure that each stand or pad complies with the foundation and material requirements of Lincoln Mun. Code § 21.56.060. A compliant stand is generally built from incombustible materials, engineered to resist frost heave, drainage problems, vibration, and other destabilizing forces, and constructed so that the unit cannot shift, rotate, or overturn. Operators who follow the concrete footer, block, cap, and shim method described in § 21.56.060 have a clear code-specified path to meeting the structural requirements.
