Lincoln, Neb., Mun. Code ch. 21.09 § 21.09.080
Registration Fee
Operative Text
A registration fee of $500.00 per neglected building shall be collected, at the time of registration, by Planning. In the event the City registers or re-registers a neglected building, the registration fee shall be paid by the City and shall be a cost for which owner is liable and shall become a lien on the premises as set forth in Section 21.09.100 . Accrual of reimbursable registration fees shall be separate from and in addition to any civil penalties permitted in this chapter. The process for accounting for expenses and assessing a lien shall be pursuant to Section 21.05.100 . Once registered, a new fee of $500.00 shall be due and payable for each additional 90-day period thereafter, or portion thereof, as though registered for the first time, until the building is removed from the list or such fee is reduced or waived by the Director . Fees for each additional 90-day period shall become a lien on the premises as set forth in Section 21.09.100 . ( Ord. 21786 §53; September 29, 2025 : Ord. 20058 §8; August 11, 2014).
Under Lincoln, Neb., Mun. Code § 21.09.080, a $500 registration fee is charged for each building classified as "neglected" at the time it is registered with the City's Planning department. If the City itself registers or re-registers a neglected building on an owner's behalf, the $500 fee becomes the owner's financial liability and attaches as a lien on the property. The fee renews every 90 days the building remains on the neglected-buildings list, and these fees accumulate separately from any civil penalties that may also apply under the chapter.
Plain English — not legal advice.
Property owners with buildings subject to Lincoln's neglected-building provisions under § 21.09.080 should be aware that a $500 fee is assessed at initial registration and again for every subsequent 90-day period the building remains listed. Compliant operators generally act promptly to bring a neglected building into conformance so it can be removed from the list, thereby stopping the accrual of recurring fees. Because unpaid fees become liens on the property under § 21.09.100, operators typically ensure fees are paid or pursue a fee reduction or waiver through the Director before additional periods elapse.

Section 21.09.080 of the Lincoln Municipal Code establishes a fee structure tied to neglected buildings, which reflects the City's mechanism for holding property owners financially accountable for maintaining their buildings. Tenants living in a building that has been placed on the neglected-buildings list may find this provision relevant when evaluating the condition and compliance status of their housing. Tenant-rights organizations or the City's Planning department can be resources for understanding how the neglected-building registration process intersects with habitability concerns.
