Every occupant of a dwelling, dwelling unit, rooming unit, nursing unit or hotel unit shall give the owner or operator thereof, or their agents or employees, access to any part of such dwelling, dwelling unit, rooming unit, nursing unit, hotel unit or its premises, at all reasonable times for the purpose of inspecting or effecting such maintenance, making such repairs or making such alterations as are necessary to effect compliance with the provisions of this chapter or with any lawful rule or regulation adopted or any lawful notice or order issued pursuant to the provisions of this chapter.

Plain English

Under Bellevue, Neb., Code of Ordinances ch. 15, art. II § 15-22, occupants of dwellings, dwelling units, rooming units, nursing units, or hotel units are required to allow owners, operators, or their authorized representatives to enter any part of the unit or premises at reasonable times. The purpose of such access is limited to inspecting the property, performing maintenance, making repairs, or carrying out alterations needed to comply with the housing chapter or any lawful rule, regulation, notice, or order issued under it. The provision balances the occupant's use of the space with the owner's obligation to maintain the property in compliance with local housing standards.

For Property Managers

Owners and operators subject to § 15-22 of Bellevue's housing code generally schedule entry at reasonable times and communicate the purpose of access clearly—whether for inspection, maintenance, repairs, or compliance-related alterations. Compliant operators document the reason for each entry and tie it to a specific requirement under Chapter 15 or a lawful notice or order issued pursuant to it. Keeping records of access requests and completed work helps demonstrate that entries were made within the scope permitted by this provision.

For Tenants

Section 15-22 of Bellevue, Neb., Code of Ordinances ch. 15, art. II establishes that an occupant's obligation to provide access is not unlimited—it applies at 'all reasonable times' and only for the specific purposes of inspection, maintenance, repairs, or compliance-related alterations. Tenants who believe access is being requested outside reasonable hours or for purposes unrelated to those listed in this provision may wish to document the circumstances and contact a local tenant-rights organization or the City of Bellevue for guidance. Understanding the scope of this provision can help occupants distinguish between access they are required to allow and requests that may fall outside its boundaries.
