Under Bellevue, Neb., Code of Ordinances ch. 15, art. V § 15-174, operators of rooming houses, second class dwellings, hotels, and nursing homes in Bellevue, Nebraska must obtain a permit from the Permits and Inspections Department before operating. Obtaining the permit requires paying a tiered fee to the city treasurer—ranging from $5 to $25 depending on the type and number of units, including units occupied by the owner or manager—and presenting proof of that payment. Each permit is valid for one year from its issue date, can be suspended or revoked earlier, and must state the maximum number of occupants allowed across all covered units.

Operators subject to Bellevue, Neb., Code of Ordinances ch. 15, art. V § 15-174 generally ensure that all applicable code requirements are met before applying for a permit, pay the correct fee to the city treasurer based on the number and type of units (counting owner- and manager-occupied units), and submit the treasurer's receipt to the Permits and Inspections Department. Compliant operators also track the one-year permit expiration date and renew before the permit lapses to avoid operating without authorization. The issued permit should be kept accessible, as it specifies the maximum occupancy allowed for the licensed dwelling.
