Bellevue, Neb., Code of Ordinances ch. 15 (2026) § 15-159
REGISTRATION OF GUESTS
Operative Text
(A) Keeping of register. Every person to whom a rooming house, second class dwelling or hotel permit has been issued shall at all times keep a standard hotel register within the rooming house, second class dwelling or hotel in which shall be inscribed the names of all occupants renting or occupying rooming units, second class dwelling units and hotel units. The register shall be signed by the person renting a rooming unit, second class dwelling unit or hotel unit. After the name or names of persons renting or occupying any rooming unit, second class dwelling unit or hotel unit, the operator or his agent shall write the number of the room or rooms which each person is to occupy, together with the date and hour when such room or rooms are rented, all of which shall be done before such person is permitted to occupy such room or rooms. The register shall be at all times open to inspection by the Permits and Inspections Department and any peace officer or fireman of the city. (B) Entry of true name in register. No person shall write or cause to be written in any rooming house, second class dwelling or hotel register any other or different name than the true name of such person or the name by which such person is generally known. (C) Assignment of rooms. No rooming house, second class dwelling or hotel operator, or his agent, shall assign any rooming unit to two persons of the opposite sex unless such persons shall be registered as husband and wife or be members of the same family. (Code 1964, § 12A-33)
Section 15-159 of Bellevue, Nebraska's Code of Ordinances requires operators of rooming houses, second-class dwellings, and hotels to maintain a standard register recording the true names of all occupants, the room numbers assigned, and the date and time of rental — all completed before any occupant takes possession. The register must remain accessible to the city's Permits and Inspections Department, peace officers, and firefighters at all times. The provision also restricts the assignment of shared rooming units to persons of the opposite sex unless they are registered as spouses or members of the same family.
Plain English — not legal advice.
Operators holding a rooming house, second-class dwelling, or hotel permit under § 15-159 generally maintain an up-to-date register that captures each occupant's true name, assigned room number, and the exact date and hour of rental before the occupant moves in. Compliant operators ensure the register is signed by the renting party and kept on the premises where it can be reviewed by the Permits and Inspections Department or any city peace officer or firefighter upon request. Operators also observe the provision's room-assignment restrictions, which limit shared opposite-sex occupancy to registered spouses or family members.

Under § 15-159, occupants of rooming houses, second-class dwellings, and hotels in Bellevue have an interest in knowing that operators are required to record accurate information — including true names and room assignments — before occupancy begins. The provision's requirement that only true names be entered in the register means no operator or agent may record a false name on a tenant's behalf. Individuals who believe an operator is not complying with these registration requirements may contact the Bellevue Permits and Inspections Department or consult a local tenant-rights organization to understand available options.
