Bellevue, Neb., Code of Ordinances ch. 15 (2026) § 15-158
SAME—REPORTING OF COMMUNICABLE DISEASE
Operative Text
It shall be the duty of the operator of a rooming house, second class dwelling, hotel or nursing home to report to the Permits and Inspections Department within 24 hours the name of any person living in the rooming house, second class dwelling, hotel or nursing home who is suffering from any communicable disease, and such report shall be made whenever there is reason to believe or suspect that any person in such rooming house, second class dwelling, hotel or nursing home may be afflicted with any communicable disease. (Code 1964, § 12A-32)
Under Bellevue, Neb., Code of Ordinances ch. 15, art. V § 15-158, operators of rooming houses, second-class dwellings, hotels, and nursing homes are required to notify the Permits and Inspections Department within 24 hours whenever a resident is known or reasonably suspected to have a communicable disease. The reporting obligation is triggered not only by confirmed cases but also by reasonable belief or suspicion of illness. This rule is designed to support public health monitoring in shared or multi-occupancy residential settings.
Plain English — not legal advice.
Operators covered by Bellevue, Neb., Code of Ordinances ch. 15, art. V § 15-158 — including rooming houses, second-class dwellings, hotels, and nursing homes — generally maintain a clear internal process for identifying and promptly reporting communicable disease concerns to the Bellevue Permits and Inspections Department within the 24-hour window. Compliant operators treat the threshold as low: a reasonable suspicion is sufficient to trigger the reporting duty, not just a confirmed diagnosis. Keeping records of when and how reports were made is a common practice among operators seeking to demonstrate compliance with this provision.

Residents of rooming houses, second-class dwellings, hotels, or nursing homes in Bellevue may want to be aware that under § 15-158 of Bellevue, Neb., Code of Ordinances ch. 15, art. V, the operator of their facility has a legal duty to report communicable disease cases or suspicions to the Permits and Inspections Department within 24 hours. If a tenant believes an operator has failed to make such a report when required, they may consider contacting the Bellevue Permits and Inspections Department directly or reaching out to a local tenant-rights organization to understand available options. This provision is primarily a public health measure, and understanding it can help residents know what obligations their housing operator carries.
