For Property Managers

Under § 15-120, the code places primary responsibility for the proper use and operation of heating facilities on the occupant, but property owners and managers generally ensure that any landlord-furnished heating equipment meets the structural and safety standards outlined in the provision. Compliant operators typically document the condition of heating systems at move-in and move-out, and they verify that any space heaters they supply meet venting, fire-resistance, and installation requirements. Keeping records of inspections and maintenance helps demonstrate ongoing compliance with the ordinance.

For Tenants

Section 15-120 makes occupants responsible for the reasonable care and proper operation of heating facilities, including any space heaters they bring into the unit. Tenants who furnish their own space heaters should be aware that the provision sets specific safety requirements—such as proper venting, fire-resistant panels, and nonflammable pipe guards—that apply to those appliances. If questions arise about heating conditions or code compliance, tenants can contact the City of Bellevue's code enforcement office or consult a local tenant-rights organization to understand available options.
