Bellevue, Neb., Code of Ordinances ch. 15 (2026) § 15-118
Every occupant of a dwelling containing a single dwelling unit shall be responsible for the extermination of any insects, rodents or other pests therein or on the premises; and every occupant of a dwelling unit in a dwelling containing more than one dwelling unit shall be responsible for such extermination within the unit occupied by him whenever his dwelling unit is the only one infested. Notwithstanding the foregoing provisions of this section, whenever infestation is caused by failure of the owner to maintain a dwelling in a reasonably ratproof or reasonably insectproof condition, extermination shall be the responsibility of the owner.

Plain English

Under Bellevue, Neb., Code of Ordinances ch. 15, art. IV § 15-118, responsibility for pest extermination depends on the type of dwelling and the source of the infestation. In a single-unit dwelling, the occupant bears responsibility for exterminating insects, rodents, or other pests. In a multi-unit dwelling, an occupant is responsible only when their unit is the sole infested unit. However, when an infestation results from the owner's failure to keep the structure reasonably ratproof or insectproof, the responsibility shifts to the owner regardless of the dwelling type.

For Property Managers

Property owners and managers operating in Bellevue should be aware that Bellevue, Neb., Code of Ordinances ch. 15, art. IV § 15-118 places extermination responsibility on the owner whenever an infestation stems from the building's failure to be maintained in a reasonably ratproof or insectproof condition. Compliant operators generally keep the structure's exterior, foundation, and common areas sealed against pest entry and document maintenance efforts. When infestation spreads across multiple units, owners typically take the lead on extermination rather than placing that burden solely on individual tenants.

For Tenants

Bellevue, Neb., Code of Ordinances ch. 15, art. IV § 15-118 gives tenants a basis to assert that pest extermination is the owner's responsibility when the infestation arises from the building's structural condition rather than conditions within their individual unit. Tenants in multi-unit buildings where more than one unit is affected may have particular grounds to raise this provision when disputing who bears the cost of extermination. Tenant-rights organizations and local code enforcement offices can be useful resources for understanding how this provision applies and what complaint or defense options may be available.
