Bloomington, Minn., Code of Ordinances § 15.198 establishes that additional inspection fees apply in certain circumstances during the permitting process. Specifically, fees are charged when an inspection is requested before work is ready, when a reinspection is needed due to a violation or required correction, or when extra inspections become necessary because of the permittee's or contractor's fault. Inspections requested outside of normal business hours carry a separate per-hour fee, both amounts being set by City Code Appendix A.

Under § 15.198, property owners and managers overseeing permitted work in Bloomington generally ensure that construction or repair work is fully ready before scheduling an inspection, helping to avoid reinspection fees. Operators who coordinate closely with their contractors to correct violations promptly and schedule inspections only during normal business hours can minimize additional charges under this provision. Fee amounts for both reinspections and after-hours inspections are defined in City Code Appendix A and are payable to the issuing authority.

Section 15.198 of the Bloomington Code of Ordinances is primarily directed at permittees and contractors rather than tenants, but tenants may encounter its effects when permitted work is being performed on their rental unit. If a landlord's or contractor's failure to prepare for inspections or correct violations results in repeated inspection fees, tenants may wish to note how those costs are being handled, particularly if fees are passed through in any way. Tenants with concerns about how permitted work on their unit is being managed can contact the City of Bloomington's relevant permitting or housing office, or reach out to a local tenant-rights organization for general guidance.
