Property owners and managers in Bloomington who plan utility connection work governed by § 15.144 generally ensure that any contractor they engage has completed the required application, paid the applicable fee, and holds the necessary state plumber's license or has passed the city's examination. Compliant operators also verify that their contractors have filed the required surety bond of at least $6,000 and maintain the minimum public liability insurance thresholds—$200,000 per person, $500,000 per multi-person accident, and $100,000 for property damage—with the city listed as an additional named insured. Keeping copies of these documents on file helps demonstrate that work was performed by a properly credentialed contractor under § 15.144.
