Bloomington, Minn., Code of Ordinances § 14 § 14.592
If the owner or agent makes an appointment for a routine or follow-up inspection but fails to appear for the inspection or allow access to the dwelling unit for the Housing Inspector, then a reinspection fee will be applied to the license fee. The reinspection fee is in Appendix A . If the Housing Inspector
determines that the licensed rental housing
violates any requirements of this Article VIII or any other article, division or section of this code or applicable state laws, the Housing Inspector
provides written notice to the owner
or agent
or both of the licensed rental housing
in violation stating the nature of the violations and a deadline for correcting the violations. The Housing Inspector
may also issue an administrative citation pursuant to §§ 1.10 through 1.19 of this city code to the owner
or agent
or both of the property in violation. In addition, the city may initiate appropriate civil or criminal or both actions upon failure of an owner
to correct any violation of the city code or applicable state laws, rules or regulations. Failure to pay outstanding civil fines or fees may result in future license ineligibility.

Plain English

Bloomington, Minn., Code of Ordinances § 14.592 establishes a multi-step enforcement process for licensed rental housing. When an owner or agent misses a scheduled inspection or blocks access, a reinspection fee is added to the license fee, with the specific amount set out in Appendix A. If a Housing Inspector finds code or state-law violations, written notice is issued with a correction deadline, and the city may pursue administrative citations, civil actions, or criminal actions against non-compliant owners. Unpaid civil fines or fees can also make an owner ineligible for future rental licenses.

For Property Managers

Under § 14.592, compliant rental property operators in Bloomington keep all scheduled inspection appointments and ensure the Housing Inspector has access to the dwelling unit, since missed appointments trigger a reinspection fee added to the license fee. When written notice of a violation is received, operators document their corrective steps and meet the stated deadline to avoid escalation to administrative citations or civil and criminal proceedings. Staying current on any outstanding civil fines or fees is also essential, as unpaid balances can result in future license ineligibility under this provision.
