Plain English

Bloomington, Minn., Code of Ordinances § 14.547 establishes that city authorities—including the issuing authority, Police Department, and enforcement authority—may inspect licensed manufactured home parks, youth camps, and recreational camping areas at least once per year as a condition of licensure. When violations are found, the licensee and property owner must receive written notice specifying a deadline for correction, which may be extended for good cause. Each day a cited violation remains uncorrected after the deadline counts as a separate, independent violation under this provision.

For Property Managers

Under § 14.547, operators of manufactured home parks, youth camps, and recreational camping areas are expected to provide inspectors with unobstructed access to all areas of the licensed premises at any reasonable time, and to make records available for review and copying. A caretaker or park owner should be present and available to discuss conditions during each inspection. When written violation notices are issued, compliant operators track the specified correction deadlines carefully, since each day beyond the deadline that a violation persists constitutes a distinct, separate offense.

For Tenants

Section 14.547 gives residents of manufactured home parks and similar licensed facilities the assurance that their community must be inspected at least once annually by Bloomington's issuing authority or enforcement authority. If violations are identified, the owner and licensee are required to receive written notice with a correction deadline, creating an official record of the problem. Residents who believe violations are going unaddressed may contact Bloomington's enforcement authority to inquire about inspection status or reported violations, or consult a tenant-rights organization for guidance on available options.
