Plain English

Troy, MI Code of Ordinances Ch. 82-A § 5 establishes a registry of rental property owners and premises maintained by the Director of Building and Zoning. Owners of multi-family dwellings or rooming houses that are offered for rent for more than six months in a calendar year must register their names, contact information, and property location within sixty days of offering any unit for occupancy. If a property is managed by an agent, that agent's information must also be included, and any changes in ownership or management must be reported promptly. An initial registration fee of $50 per premises applies.

For Property Managers

Under Troy, MI Code of Ordinances Ch. 82-A § 5, operators of multi-family dwellings or rooming houses generally complete registration with the Director of Building and Zoning within sixty days of first offering a unit for rent, paying the $50 initial registration fee per premises. Compliant operators also ensure that any managing agent's name and business address are included in the registry, and they report changes in ownership or agency status to the Director without delay. When ownership transfers, the incoming owner typically registers their own information within sixty days of the transfer date to remain in compliance with this Chapter.

For Tenants

Troy, MI Code of Ordinances Ch. 82-A § 5 gives tenants an indirect protection by requiring that their landlord's identity and contact information — as well as any property manager's details — be on file with the city's Director of Building and Zoning. If a tenant is unable to identify who owns or manages their building, the registry maintained under this provision may be a resource for locating that information through the city. Tenants who believe their landlord has failed to register as required by § 5 may consider contacting the Troy Building and Zoning department or a local tenant-rights organization to understand what options are available.
