Section 5.42.160 of Livonia's Rental Dwellings chapter establishes several restrictions on how licensed hotel, lodginghouse, and roominghouse units may be used. Rentals must last at least 24 hours, and no unit may be rented to more than one tenant within any single 24-hour period. Assignment, transfer, or subletting of occupancy rights is prohibited, as is using any unit for gambling, immoral purposes, or other unlawful activity. Additionally, no individual guest or tenant may occupy a motel or its accommodations for more than one month in total during any calendar year.

For Property Managers

Operators holding a license under Ch. 5.42 are generally expected to structure their rental practices so that no room is let for less than 24 hours and no unit is occupied by more than one tenant per 24-hour period, as required by § 5.42.160. Compliant licensees do not approve, permit, or overlook any assignment, transfer, or subletting of rooms, and they take steps to ensure units are not used for gambling, immoral purposes, or other unlawful conduct. Tracking cumulative guest stays is also part of responsible operation under this provision, since no guest or tenant may occupy motel accommodations for more than one month in a calendar year.

For Tenants

Under § 5.42.160 of Livonia's Rental Dwellings chapter, individuals staying in licensed hotels, lodginghouses, or roominghouses have defined occupancy rights — including the assurance that their unit will not be double-rented within the same 24-hour period. The provision also makes clear that occupancy rights cannot be assigned or transferred, which affects how guests and tenants may share or pass along access to a room. Anyone who believes a licensee is violating these restrictions — such as by permitting unlawful activity or improperly managing occupancy — may wish to contact the relevant Livonia municipal authority or consult a tenant-rights organization familiar with local lodging regulations.
