Livonia — Ch. 5.42 Rental Dwellings (Hotels, Lodginghouses, Roominghouses) § 5.42.060
Upon receipt of an application in proper form, the city clerk shall refer the same to the health department, the bureau of inspection, the fire department and the police department, each of whom shall make an inspection and investigation, together with a written report and recommendation. The object of such investigation and inspection is to determine whether or not the building and premises are properly located, constructed and equipped for the purpose for which it is desired to license the same, whether or not the applicant is a person of good moral character, and any other facts and circumstances which may be required under the provisions of this chapter and the regulations authorized herein.

Plain English

Under Livonia Ch. 5.42 § 5.42.060, when a rental dwelling license application is received in proper form, the city clerk routes it to four city departments — health, inspection, fire, and police — each of which must conduct its own inspection and submit a written report with a recommendation. The review covers whether the building and premises are appropriately located, constructed, and equipped for use as a rental dwelling, and whether the applicant meets a good moral character standard. This multi-department process must be completed before a licensing decision can be made.

For Property Managers

Operators seeking a rental dwelling license in Livonia should be aware that § 5.42.060 triggers a coordinated review by the health department, bureau of inspection, fire department, and police department once a completed application is submitted. A compliant operator generally ensures the property meets applicable construction, equipment, and location standards before applying, so that each department's inspection and written report can proceed without significant findings. Maintaining the property in code-compliant condition and being prepared to cooperate with inspectors from all four departments is consistent with the expectations this provision establishes.

For Tenants

Section 5.42.060 of Livonia's rental dwelling ordinance establishes that licensed rental dwellings must have passed inspections by multiple city departments — health, inspection, fire, and police — as part of the licensing process. Tenants can inquire with the city clerk's office about whether a property holds a valid license and whether the required departmental reports were completed. Those with concerns about a property's compliance may consider contacting the relevant city departments or a local tenant-rights organization to understand available options.
