Section 5.42.007 of Livonia's Rental Dwellings chapter defines the scope of rules that govern non-owner-occupied dwellings, including hotels and motels subject to inspection under applicable codes. The chapter explicitly excludes certain institutional settings such as jails, hospitals, skilled care facilities, schools, assisted living facilities, retirement homes, and foster care homes. Importantly, meeting the requirements of this chapter does not relieve any party from complying with other applicable laws, and vice versa — all relevant legal obligations run concurrently.
Plain English — not legal advice.
Under § 5.42.007, property owners and managers of non-owner-occupied rental dwellings in Livonia should be aware that this chapter applies to their properties and is interpreted alongside all other city-adopted codes and ordinances. Compliant operators treat this chapter as one layer of a broader regulatory framework, ensuring that satisfying its requirements does not lead them to overlook other applicable local, state, or federal obligations. Operators of hotels and motels should also note that § 5.42.007(d) brings those properties within the chapter's inspection provisions.

Tenants living in non-owner-occupied dwellings in Livonia are covered by the protections established under Ch. 5.42, as defined by § 5.42.007. Because this chapter operates alongside — not instead of — other applicable laws and ordinances, tenants may have overlapping rights under multiple regulatory frameworks. Those who believe a violation has occurred can look into filing a complaint with the relevant city department, consulting a local tenant-rights organization, or raising the violation as a defense in applicable proceedings.
