(5) Issue publications or reports that in its judgment will tend to minimize or eliminate prejudice, intolerance, and discrimination in the City. (6) Advise the ODI on opportunities of alignment for the City's Strategic Plan efforts and when applicable, assist ODI with those opportunities and efforts. (7) Cooperate with federal, state, and local agencies and departments as requested by the ODI to assist in addressing and resolving issues of discrimination. (8) Recommend to the ODI, City Manager and City Commission measures to enhance harmonious and equitable relations among City residents and institutions, support and fortify the efforts of City departments and agencies to protect those described in Section 9.955 of this Chapter, and advise and consult as necessary on civil rights and the violation thereof.
Grand Rapids City Code Ch. 176 § 9.966 defines the formal duties of the Community Relations Commission (CRC), a municipal body charged with promoting equity and combating discrimination against protected classes identified in § 9.955. The CRC is empowered to conduct research, issue publications, develop community education programs, and make recommendations to the Office of Diversity and Inclusion (ODI), the City Manager, and the City Commission. The provision also directs the CRC to cooperate with federal, state, and local agencies on discrimination-related matters and to advise on civil rights issues broadly.

Property owners and managers operating in Grand Rapids should be aware that § 9.966 establishes an active municipal body—the CRC—with authority to identify discriminatory practices, conduct research, and recommend policy measures affecting protected classes under § 9.955. Compliant operators generally stay informed of CRC publications, community education initiatives, and any recommendations forwarded through the ODI that may affect local housing practices. Engaging with CRC-sponsored programs or educational offerings is one way operators demonstrate a commitment to the equitable treatment standards the City actively monitors.

Under Grand Rapids Ch. 176 § 9.966, tenants belonging to any protected class listed in § 9.955 have the benefit of a dedicated commission—the CRC—whose duties include identifying discriminatory practices, conducting research, and recommending remedies to city leadership. Tenants who believe they have experienced discrimination may find it useful to contact the Office of Diversity and Inclusion (ODI), which works directly with the CRC and can channel concerns toward review or possible investigation. Tenant-rights organizations and legal aid resources in Grand Rapids can also help individuals understand how the CRC's role intersects with other available complaint or enforcement processes.
