Grand Rapids — Ch. 176 Human Rights § 9.957
In General
Operative Text
(1) No person shall adopt, enforce, or employ any policy, requirement, qualification, practice, or factor which has the effect of creating unequal treatment or opportunities relating to housing, employment, public accommodations or public services on the basis of actual or perceived membership in a protected class as defined under Section 9.955 of this Chapter, except as exempted under Section 9.964 of this Chapter. (2) The prohibitions against discrimination as provided for in this Chapter shall not be deemed preempted by state or federal law, but are intended to supplement such law. (3) This Chapter shall be construed and applied in a manner consistent with the First and 14th Amendments of the U.S. Constitution and Art. I, § 2 of the Constitution of Michigan regarding freedom of speech and free exercise of religion.
Grand Rapids Chapter 176, Section 9.957 broadly prohibits any person from adopting or applying policies, practices, or requirements that produce unequal treatment in housing, employment, public accommodations, or public services based on actual or perceived membership in a protected class as defined in Section 9.955. The prohibition applies even when a policy appears neutral on its face, if its effect creates disparate treatment. This local ordinance is designed to work alongside—not be replaced by—state and federal anti-discrimination law, and it must be interpreted consistently with constitutional protections for free speech and religious exercise.
Plain English — not legal advice.
Under Grand Rapids Ch. 176 § 9.957, property owners and managers are generally expected to review their rental policies, screening criteria, and operational practices to ensure none produce unequal treatment for applicants or residents who belong to a protected class under Section 9.955. Compliance-minded operators typically examine not just the text of their policies but also their real-world effects, since the provision targets practices that result in disparate treatment even without discriminatory intent. Exemptions may apply under Section 9.964, so operators often consult that section when evaluating whether a particular practice falls outside the ordinance's reach.

Grand Rapids Ch. 176 § 9.957 gives tenants and housing applicants protection against policies or practices that create unequal treatment in housing based on actual or perceived membership in a protected class, even if those policies seem neutral on their surface. Because this ordinance supplements—rather than replaces—state and federal fair housing law, a person who believes they have experienced such treatment may have multiple avenues available, including filing a complaint under local, state, or federal processes. Tenant-rights organizations and legal aid offices familiar with Grand Rapids human rights law can help individuals understand which protected classes are covered under Section 9.955 and what options generally exist for raising a violation.
