Under Farmington Hills — Ch. 7 Art. VIII Single-Family Rental Dwellings § 7-353, inspection fees associated with single-family rental dwellings must generally be paid when application materials are submitted and before any scheduled inspection takes place. If a tenant's repeated complaints trigger multiple inspections between regular inspection cycles, the department director has discretion to require that tenant to pay inspection fees in advance. When fees go unpaid for any reason, the city mails a fee statement to the property owner or, where applicable, to the tenant.

For Property Managers

Farmington Hills — Ch. 7 Art. VIII Single-Family Rental Dwellings § 7-353 establishes that compliant operators pay all required inspection fees at the time of application submission and before inspections begin, unless the department grants an exception. If fees are not collected upfront and remain unpaid, a statement will be mailed to the owner, making timely payment a standard part of the rental-registration process. Operators generally keep records of fee payments to demonstrate compliance and avoid outstanding balances that could complicate future inspections or renewals.

For Tenants

Farmington Hills — Ch. 7 Art. VIII Single-Family Rental Dwellings § 7-353 gives the department director discretion to require a tenant to pay inspection fees in advance when that tenant's repeated complaints have necessitated multiple inspections of the same dwelling between regular inspection periods. Tenants who receive a fee statement under this provision may want to review whether the circumstances that triggered multiple inspections are documented and whether the director's determination was properly exercised. Tenant-rights organizations familiar with Farmington Hills rental regulations can help explain what options may be available when a fee obligation is disputed.
