Detroit — Ch. 22 Art. VIII Fair Chance Access to Rental Housing § 22-8-11 establishes an outreach framework aimed at educating applicants about their rights—not at imposing direct obligations on landlords through this particular section. Property owners and managers operating under the Fair Chance Access article generally benefit from staying informed about any outreach materials or guidance the administering agency distributes, as those materials reflect how applicants are being educated about their rights. Operators who understand the educational landscape created by § 22-8-11 are better positioned to align their screening practices with the broader article's requirements.
