Detroit's Ch. 22 Art. III § 22-3-9 establishes the administrative framework for the city's Inclusionary Housing Requirements. The Housing and Revitalization Department is responsible for creating and publishing the rules, procedures, and guidelines that govern how the article is implemented and enforced, including affordability thresholds tied to Area Median Income and Consumer Price Index adjustments. A publicly accessible website must be maintained to help residents identify affordable housing opportunities across the city, and that site must be updated whenever key economic benchmarks change.

For Property Managers

Under § 22-3-9, property owners and developers subject to Detroit's Inclusionary Housing Requirements should look to the administrative procedures published by the Housing and Revitalization Department for the specific affordability standards, qualifying transaction processes, and relocation plan guidelines that apply to their projects. Compliant operators generally monitor the department's website for updates reflecting changes in the Consumer Price Index or Area Median Income, since those figures directly affect applicable affordable housing cost calculations. Staying current with any revised procedures re-published at the department's discretion is a standard part of managing compliance under this article.

For Tenants

Section 22-3-9 gives Detroit residents a concrete resource: the Housing and Revitalization Department is required to maintain an informational website listing affordable housing opportunities citywide, and to keep it updated as affordability figures shift with the Consumer Price Index and Area Median Income. Tenants seeking affordable units or trying to understand their rights under the Inclusionary Housing Requirements can consult that website as a starting point for identifying registered opportunities. Those who believe the department has not followed the administrative procedures required by § 22-3-9 may consider reaching out to the Housing and Revitalization Department directly or connecting with a local tenant-rights organization for guidance on available options.
