Plain English

Section 19-2 of Westmont's Chapter 19 on Condominium Conversions establishes a shared vocabulary of terms that apply throughout the chapter's rules on converting existing buildings into condominiums. Key terms—such as "condominium project," "developer," "agent," and "certificate of code compliance"—are given specific meanings that may differ from everyday usage or from definitions used elsewhere in the village code. Where a term is not defined here, the chapter directs readers to Chapter 95 (Zoning) or the Illinois Condominium Property Act (765 ILCS 605/1 et seq.) for the applicable definition.

For Property Managers

Owners and developers undertaking a condominium conversion in Westmont should familiarize themselves with the precise definitions in § 19-2, since terms like "developer," "offering," and "condominium project" carry specific legal meanings that govern how the rest of Chapter 19 applies to their activities. For example, the definition of "agent" under § 19-2 excludes escrow officers acting for title companies, which affects who bears certain responsibilities during the conversion process. Operators generally ensure that all parties involved—including sales agents and association boards—understand these defined terms before proceeding with any offering or closing.

For Tenants

Tenants living in a building undergoing a condominium conversion in Westmont should be aware that § 19-2 defines the foundational terms—such as "prospective purchaser," "common elements," and "closing"—that shape the rights and procedures described throughout Chapter 19. Understanding how the chapter defines "conversion" and "condominium project" can help tenants recognize when the chapter's protections are triggered. Tenants seeking to understand how these definitions affect their situation may find it helpful to review the full chapter, consult the village's Director of Economic Development as referenced in § 19-2, or reach out to a local tenant-rights organization for general guidance.
