Urbana — Ch. 12.5 Landlord-Tenant Relationships § 12.5-30
Registration of rental property
Operative Text
(a) After the effective date of this article, it shall be unlawful for any owner, as defined herein, to lease or operate a rental property without registering it with the city building official and complying with the provisions of this article, together with other applicable codes and ordinances of the city. The registration of rental properties required herein shall expire on October 14 of each year. However, the fees for 2006 through 2007 shall be prorated according to the effective date of this article. (b) No owner shall be allowed to register any property if the owner has outstanding fees or fines due and owing to the city. (c) Registration may be denied or may be revoked by the building official as provided in this article. If registration is denied or revoked, the building official shall notify the owner or owner's agent, in writing, of the denial and the reasons therefore, pursuant to section 12.5-43 of this article and provide an opportunity to appeal the decision pursuant to section 12.5-44 of this article.
Urbana's Ch. 12.5 § 12.5-30 makes it unlawful to lease or operate a rental property in the city without first registering it with the city building official and keeping that registration current — it expires each October 14 and must be renewed annually. Owners who have unpaid fees or fines owed to the city are barred from registering any property until those obligations are resolved. The building official has authority to deny or revoke a registration, and any such decision must be communicated in writing with stated reasons, along with notice of the owner's right to appeal under §§ 12.5-43 and 12.5-44.

Under Urbana Ch. 12.5 § 12.5-30, compliant rental property operators register each rental unit with the city building official before leasing or operating it, and they renew that registration before the October 14 annual expiration date. Operators also ensure that no outstanding fees or fines are owed to the city, since unpaid obligations block registration entirely. If a registration is ever denied or revoked, the building official is required to provide written notice of the reasons and information about the appeal process under §§ 12.5-43 and 12.5-44, which owners can pursue to contest the decision.

Urbana Ch. 12.5 § 12.5-30 requires that any rental property you occupy be registered with the city building official — operating an unregistered rental unit is unlawful under this provision. If you have reason to believe your unit is not properly registered, you may contact the city building official's office to inquire about a property's registration status. Tenant-rights organizations familiar with Urbana's landlord-tenant ordinance can help you understand how an owner's failure to comply with § 12.5-30 might be relevant to your situation and what general options exist for raising such concerns.
