Summit Municipal Code § 7-13-2 establishes the foundational vocabulary and interpretive rules for the Village of Summit's Fair Housing chapter. It defines key terms—such as 'discrimination,' 'aggrieved person,' 'protected classes,' and 'dwelling unit'—that govern how every other provision in Chapter 7-13 is read and applied. The definitions clarify which characteristics (including race, religion, disability, familial status, and source of income, among others) are protected, and they set out the procedural roles of parties like complainants, respondents, and the Human Rights Commission.
Plain English — not legal advice.
Property owners and managers operating in Summit should familiarize themselves with the definitions in § 7-13-2, as these terms set the boundaries of what constitutes a civil rights violation under Chapter 7-13. For example, the broad definition of 'discrimination' covers differential treatment based on a wide range of characteristics, and the definition of 'owner' extends to those holding equitable or beneficial interests—not just titled owners. Compliant operators generally ensure that their leasing, solicitation, and lending practices align with the full scope of protected classes enumerated in this section.

Section § 7-13-2 of Summit's Fair Housing ordinance defines who qualifies as an 'aggrieved person'—which includes anyone who believes they have been or are about to be harmed by a discriminatory housing practice. The definitions of 'discrimination' and 'protected classes' in this section are broad, covering characteristics such as source of income, familial status, gender identity, and disability, among others. Tenants who believe a housing practice has treated them differently on the basis of a protected characteristic may consider filing a complaint with the Village Administrator or reaching out to a local tenant-rights organization for general information about the process outlined in Chapter 7-13.
