Plain English

Summit's fair housing policy, established under Ch. 7-13 § 7-13-1, declares that every resident has an equal right to obtain housing in the Village free from discrimination. The rule covers a broad range of protected characteristics, including race, religion, sex, gender identity, disability, national origin, sexual orientation, marital status, parental status, familial status, military discharge status, and source of income. Anyone involved in selling, renting, leasing, or managing housing in the Village — including real estate brokers — is bound by these nondiscrimination requirements in both the availability of housing and the terms under which it is offered.

For Property Managers

Under Summit Ch. 7-13 § 7-13-1, property owners, managing agents, and their representatives are expected to apply consistent, nondiscriminatory criteria when advertising, showing, pricing, and offering housing accommodations. Compliant operators generally ensure that lease terms, conditions, and any associated services are extended equally regardless of a prospective or current resident's protected characteristics. Because the provision explicitly covers source of income and familial status alongside more commonly recognized categories, operators typically review their screening and leasing practices to confirm alignment with the full list of protected classes.

For Tenants

Summit Ch. 7-13 § 7-13-1 establishes that residents and prospective residents have the right to seek housing without being turned away or subjected to different terms because of characteristics such as race, disability, source of income, or sexual orientation, among others. If a tenant believes a landlord, agent, or broker has violated this policy, general enforcement paths can include filing a complaint with the Village or a relevant fair housing agency, or raising the violation as a defense in a housing proceeding. Tenant-rights organizations familiar with local fair housing law can help explain what documentation and processes are typically involved.
