Plain English

Sterling Ch. 18 Art. XI § 18-302 establishes the official definitions that govern the entire Residential Rental Property article. Key terms such as 'residential rental unit,' 'substandard conditions,' 'local agent,' 'owner,' and 'certificate of occupancy' are given precise meanings here, and those meanings apply throughout the article unless context clearly requires otherwise. The definitions set the scope of who and what is covered—for example, a residential rental unit includes single-family homes, mobile homes, duplexes, and multi-family units offered for rent, along with their common areas. Substandard conditions are tied to the 2021 International Property Maintenance Code and include a broad range of deficiencies from inadequate sanitation to structural hazards.

For Property Managers

Property owners and managers operating under Sterling Ch. 18 Art. XI § 18-302 should be familiar with each defined term, since these definitions determine how the rest of the Residential Rental Property article applies to their properties. Compliant operators typically ensure they have a designated local agent—someone 18 or older residing or maintaining a physical office within 50 miles of Sterling—who is authorized to receive code-violation notices and legal process on the owner's behalf. Operators also generally maintain their units free of the conditions listed under 'substandard conditions,' such as infestation, inadequate heating, and structural hazards, to remain in compliance with the 2021 International Property Maintenance Code as incorporated by this section.

For Tenants

For tenants, § 18-302 of Sterling Ch. 18 Art. XI is important because it defines the baseline standards that rental housing must meet and clarifies who qualifies as a 'permanent resident' (anyone lawfully occupying a unit for at least 30 consecutive days) and what constitutes a 'substandard condition.' If a unit lacks operable plumbing, has pest infestations, or suffers from structural hazards, those conditions fall within the article's defined scope of substandard conditions. Tenants who believe their unit meets the definition of substandard may explore options such as contacting the City of Sterling building official/inspector identified in this section, raising the violation in any relevant administrative or court proceeding, or reaching out to a local tenant-rights organization for general guidance.
