South Beloit — Ch. 18 Art. XIV Residential Rental Property Registry § 18-465
The registration of a residential rental structure is not assignable. If a residential rental structure is sold or the ownership of the complete fee simple interest in the residential rental structure otherwise changes, the new owner or owners thereof shall complete an application for registration concerning the residential rental structure and shall file the application for registration with the community development director of the City of South Beloit.

Plain English

Under South Beloit Ch. 18 Art. XIV § 18-465, a residential rental property's registration is tied to its current owner and cannot be transferred to a new owner as part of a sale or other change in full ownership. Whenever complete ownership of a rental structure changes hands, the incoming owner must submit a fresh registration application to the City of South Beloit's community development director. The rule ensures that the city's rental registry always reflects the identity of the current owner rather than a prior one.

For Property Managers

Under § 18-465, property managers and owners acquiring a residential rental structure in South Beloit through purchase or any other transfer of the full fee simple interest are generally expected to file a new registration application with the community development director promptly after the ownership change. A compliant operator does not assume that an existing registration carries over from the previous owner, since the provision explicitly makes registrations non-assignable. Keeping documentation of the ownership transfer and the new registration filing helps demonstrate compliance with Ch. 18 Art. XIV.

For Tenants

Section 18-465 of South Beloit's Ch. 18 Art. XIV means that when a rental property changes ownership, the new landlord is required to register independently with the city — the prior owner's registration does not simply pass along. Tenants who believe a new owner has not completed this registration requirement may contact the South Beloit community development director's office to inquire about the property's registration status. Tenant-rights organizations familiar with South Beloit's rental registry rules can help residents understand what options may be available when a landlord appears to be operating without a current registration.
