South Beloit — Ch. 18 Art. XIV Residential Rental Property Registry § 18-463
Application
Operative Text
(a) The owner of a residential rental structure shall register such residential rental structure with the City of South Beloit by completing (on forms supplied by the City of South Beloit) a written application for registration and filing the application for registration with the community development director of the City of South Beloit. The owner may not register through an agent, unless such agent is an attorney or otherwise legally authorized by a court of law to act on the owner's behalf, i.e. probate of an estate, bankruptcy trustee, etc. (b) The application for registration, concerning the residential rental structure, shall state: (1) Its address, (2) A description of the structure, (3) The number of rental units in the structure. (4) The name, mailing address, e-mail address, and telephone number of each owner of the structure. If an owner is a business entity that has its own separate legal existence, rather than a natural person, then the application shall provide the name, phone number, e-mail address, and address of a natural person that is the controlling individual on that entity, or in the case of a land trust, a natural person that is the trustee having legal authority to act on behalf of the land trust - in no event shall compliance consist of the name of another company or non-natural persons. (5) The name, mailing address, physical address, e-mail address and telephone number of the local agent for the structure. (6) A signature or electronic form thereof swearing that the applicant is the title holder of the premises, as shown by the records of the Winnebago County Recorder's office, verification that the information contained within the application is true and correct, expressly consenting to the sufficiency of mailed service of process for purposes of administrative adjudication proceedings in accordance with section 34-137 of article VI of chapter 34 of these ordinances if directed to the owner of the property, at the owner's address, as each is indicated in the application and requiring the owner to promptly notify the city in the event of a change in said owner's address. (c) It shall be a separate violation of this chapter to knowingly provide false or inaccurate information on the application, or to fail to update changes in same within 45 days of such change in accordance with section 18-464 below.
South Beloit Code § 18-463 establishes a mandatory registration system for residential rental properties within the city. Owners must personally complete and file a written application with the community development director — agents may only act on an owner's behalf if they are an attorney or court-authorized representative. The application must include the property's address, a structural description, unit count, verified owner contact information (including a natural person if the owner is a business entity), local agent details, and a sworn signature attesting to the accuracy of all information. Knowingly submitting false information or failing to update changed information within 45 days each constitute separate violations under this section.
Plain English — not legal advice.
Under § 18-463, compliant residential rental property owners in South Beloit complete the city-supplied registration form themselves — or through a licensed attorney or court-authorized representative — and file it with the community development director. The application must identify a natural person as the controlling individual or trustee if the ownership entity is a business or land trust; listing another company or non-natural person does not satisfy this requirement. Owners who experience changes to their contact information or other registered details are expected to update the city within 45 days, as each failure to do so and each instance of knowingly inaccurate information constitutes a separate violation under this chapter.

Section § 18-463 requires that your landlord register the rental property with the City of South Beloit and provide accurate, up-to-date contact information for both the owner and a local agent. This registration is designed to ensure that tenants and the city can identify and reach a responsible natural person connected to the property. If you believe your landlord has not registered the property or has provided false information on the application, you may contact the South Beloit community development director's office to inquire about compliance, or reach out to a local tenant-rights organization to understand what options may be available to you.
