South Beloit — Ch. 18 Art. XIV Residential Rental Property Registry § 18-462
Registration of landlords and rental properties
Operative Text
(a) Registration of a residential rental structure is required for any property owner who has received a summons for administrative hearing from the City of South Beloit regarding any residential rental property within the City of South Beloit. (b) It shall be unlawful for an owner of a residential rental structure, subject to the requirements of the residential rental property registry, to rent that residential rental structure or unit thereof, either entirely or in part, to another person for occupancy as a residence, unless the owner shall have registered the residential rental structure and/or unit thereof with the City of South Beloit on or before January 1, 2026, and annually thereafter.
South Beloit Ch. 18 Art. XIV § 18-462 establishes two registration triggers for residential rental properties. First, any property owner who receives a summons for an administrative hearing from the City of South Beloit regarding a residential rental property must register that structure. Second, it is unlawful for any owner subject to the residential rental property registry to rent out a residential structure or any unit within it unless the property has been registered with the City by January 1, 2026, and renewed each year after that. The rule applies to the entire rental arrangement, whether a full structure or a partial unit is being rented.

Under § 18-462 of South Beloit's Ch. 18 Art. XIV, compliant residential rental property owners ensure their properties are registered with the City of South Beloit no later than January 1, 2026, and renew that registration on an annual basis. Owners who receive an administrative hearing summons from the City have an additional, separate obligation to register the implicated property. Operators generally maintain documentation of their registration status and renewal dates to demonstrate ongoing compliance before renting any unit, in whole or in part.

Section 18-462 of South Beloit Ch. 18 Art. XIV makes it unlawful for a landlord to rent a residential unit without first registering with the City, giving tenants a potential basis to raise non-registration as an issue in relevant proceedings. Tenants who believe their landlord may not be in compliance with the registry requirement can contact the City of South Beloit directly to inquire about a property's registration status. Consulting a local tenant-rights organization can help tenants understand what remedies or defenses may be available under this provision.
