Skokie § 22-513 establishes that no residential rental unit may be rented unless the owner or operator first obtains a written application from prospective tenants. The provision recommends—but does not mandate—that the application collect identifying and residential-history information, such as names, birth dates, contact numbers, and a three-year address history including prior landlords. Adult applicants are also encouraged to sign a certification attesting to the accuracy of the information they provide.
Plain English — not legal advice.
Under Skokie § 22-513, compliant operators collect a written application before renting any residential unit—this step is a firm requirement, not optional. While the specific data fields listed in the provision (such as prior addresses, landlord names, and contact numbers) are framed as recommendations rather than mandates, operators who gather that information and include a signed accuracy certification are following the practice the ordinance contemplates. Maintaining consistent application procedures across all applicants also supports compliance with fair-housing obligations that run alongside this provision.

Skokie § 22-513 gives prospective tenants a clear expectation: a landlord must obtain a written application before renting a unit, which creates a documented record of the rental process. The data fields listed in the provision—such as social security numbers and driver's license numbers—are explicitly recommended rather than required, so applicants should be aware they are not necessarily obligated to provide every item listed. Tenants who believe an application process was handled improperly may wish to contact the Village of Skokie or a local tenant-rights organization to understand available options.
