Skokie — Ch. 22 Art. XIV Rental Unit Registration § 22-506
Fee waiver
Operative Text
A. Any Multi-Unit Building or Residential Rental Unit found to be substantially in compliance with all applicable ordinances, codes and regulations of the Village upon inspection, as described in Section 22-509 of the Skokie Village Code, for three (3) consecutive years shall have the Residential Rental Unit Registration Fee waived the following year and every year thereafter, unless and until noncompliance is found. B. Any Multi-Unit Building or Residential Rental Unit which was substantially in compliance with all applicable ordinances, codes and regulations of the Village for the most recent inspection, prior to the enactment of this Ordinance, by the Property Standards Division of the Community Development Department shall have the Residential Rental Unit Registration Fee waived the following year and every year thereafter, unless and until noncompliance is found.
Skokie Village Code § 22-506 establishes a fee waiver program for the Residential Rental Unit Registration Fee. A rental property that passes inspections in substantial compliance with all applicable Village ordinances, codes, and regulations for three consecutive years becomes eligible to have its registration fee waived the following year and in all subsequent years. The waiver remains in effect indefinitely unless and until an inspection reveals noncompliance, at which point the fee obligation resumes.
Plain English — not legal advice.
Under § 22-506, operators of multi-unit buildings or residential rental units who maintain consistent compliance records stand to eliminate their annual registration fee obligation entirely. Compliant operators generally keep properties up to Village code standards year over year, ensure they participate in required inspections under Section 22-509, and track their compliance history — including any pre-ordinance inspection records held by the Property Standards Division — to confirm eligibility. Once a waiver is in place, maintaining the same standard of compliance is what keeps the fee from being reinstated.

Section § 22-506 is primarily a financial incentive directed at landlords, but it has indirect relevance to tenants: a landlord's pursuit of the fee waiver depends on the property meeting Village code standards, which overlap with habitability and property maintenance requirements that protect residents. Tenants who believe their building is not being maintained in compliance with Village ordinances can contact the Skokie Community Development Department's Property Standards Division to inquire about inspection processes. Tenant-rights organizations familiar with Skokie's rental regulations can also help residents understand how the inspection and compliance framework under § 22-506 relates to their living conditions.
