Round Lake's Ch. 15.60.030 makes it unlawful for any owner, firm, or other legal entity to lease or allow occupancy of a rental dwelling unit within the village without first registering it. Registration runs on an annual cycle from February 1st through January 31st and must be renewed each year before February 1st, regardless of when the unit was first registered. If any registration information changes, the owner must update the registration within 30 days, and residential rental certificates of compliance cannot be transferred or assigned to new owners.
Plain English — not legal advice.
Under Ch. 15.60.030, compliant operators in Round Lake register every rental dwelling unit with the village before February 1st each year using the village-provided form, supplying complete and accurate information including owner contact details, unit count, and total living and sleeping square footage. When ownership, contact information, or other registration details change, operators generally submit an updated registration within the 30-day window the ordinance requires, noting that no additional fee applies for that update. Because certificates of compliance are non-transferable, operators who acquire a rental property typically initiate a fresh registration rather than relying on any prior owner's filing.

Ch. 15.60.030 establishes that every rental dwelling unit in Round Lake must be registered with the village annually, which is a baseline legal requirement that landlords must meet before leasing or allowing occupancy. Tenants who have reason to believe their unit is not registered may contact the village directly to inquire about compliance status, since operating an unregistered unit is explicitly unlawful under this provision. Tenant-rights organizations familiar with Round Lake's municipal code can help residents understand what remedies or defenses may be available when a landlord has not met the registration requirements of § 15.60.030.
