(b) Before filing a complaint in court with respect to a violation of this article, the community development director shall deliver or mail a violation notice to the landlord, operator or other party designated to receive notices and service of process on behalf of such landlord or operator, requesting compliance. (c) No person acting as operator or collector of rents of any property involved in any proceeding because of violations or alleged violations of this article shall be liable therefore if such person shall, within five days after receipt of notice of any alleged violation, have notified the owner of the property or the employer of such person of the purported violation of any section of this article and shall have delivered to the community development director a copy of such notice with proof of service thereof on the owner or employer.
Rolling Meadows Ch. 18 Art. XI § 18-385 establishes a penalty framework for violations of the rental dwelling article. Fines are assessed according to the city council's adopted schedule in Appendix B of the Code of Ordinances, and each day a violation persists counts as a separate offense. Before any court complaint is filed, the Community Development Director must first send a written notice to the landlord or designated agent requesting compliance. Additionally, a property operator or rent collector who promptly notifies the property owner and the Community Development Director of an alleged violation within five days of receiving notice may be shielded from personal liability.
Plain English — not legal advice.
Under § 18-385, property owners and operators in Rolling Meadows should be aware that fines accumulate on a per-day basis according to the city's Appendix B fee schedule, making prompt correction of any cited violation a practical priority. The Community Development Director is required to issue a written compliance notice before pursuing court action, giving landlords an opportunity to remedy issues. Operators or rent collectors who are not the property owner can protect themselves from personal liability by notifying the owner and delivering a copy of that notice to the Community Development Director within five days of receiving an alleged violation notice.

XI provides that the city's enforcement process begins with the Community Development Director issuing a written notice to the landlord or their designated agent before any court complaint is filed. Tenants should know that fines for ongoing violations compound daily under the city's Appendix B schedule, which can create meaningful pressure for landlord compliance.
