Peru — Ch. 22 Art. III Rental Residential Property § 22-80
Owner responsibility
Operative Text
(a) The owner of a rental residential property shall maintain a record for each property with the full legal names of every tenant or occupant residing in each dwelling unit or rooming unit. (b) The owner or property agent of a rental residential property shall provide the City of Peru and each tenant with the name and telephone number of a responsible person who, in emergency situations, will be available on a 24-hour basis and who has the authority to make repairs as needed. (c) The owner of a rental residential property shall make available to the code official, upon request, the tenant and occupant records required to be maintained under this section.
Peru Ch. 22 Art. III § 22-80 establishes three baseline responsibilities for rental property owners in the City of Peru. First, owners must keep a record listing the full legal names of every tenant or occupant in each dwelling or rooming unit. Second, both the owner and any property agent must supply the City and each tenant with the name and phone number of a responsible contact person who is reachable around the clock and authorized to arrange repairs in emergencies. Third, those occupancy records must be made available to the code official whenever requested.
Plain English — not legal advice.
Under § 22-80, compliant rental property operators in Peru generally maintain an up-to-date roster of all tenants and occupants—by full legal name—for every unit they manage. They also ensure that both the City of Peru and each individual tenant have current contact information for a designated emergency representative who holds repair authority and is reachable 24 hours a day. When a code official requests the occupancy records described in § 22-80(c), operators make those records promptly available.

Section 22-80 gives tenants in Peru's rental residential properties the right to receive the name and telephone number of a responsible emergency contact who can authorize repairs at any hour of the day or night. If an owner or property agent has not provided this contact information as required by § 22-80(b), tenants may consider reaching out to the City of Peru's code enforcement office, which has authority to request compliance with this provision. Tenant-rights organizations in Illinois can also help residents understand what options are generally available when a landlord does not meet the recordkeeping and notification obligations set out in § 22-80.
