Every person, individual, firm, owner, corporation or landlord or combination thereof engaged in the business of leasing or renting any single-family dwelling, apartment building, multiple-unit, multiple dwelling, dwelling or dwelling units is hereby required to register with the Village before engaging or continuing in such business. The application shall be accompanied by a one-hundred-fifty-dollar annual registration fee for each property with four or less dwelling units leased, rented or to be rented, and a two-hundred-fifty-dollar annual registration fee for each property with five or more dwelling units leased, rented or to be rented. The Village shall issue said registration if the following conditions are met:

B. Designation of Agent: No operating registration shall be issued or renewed for an applicant unless such applicant has first designated an agent for the receipt of service of complaints for violations of the provisions of this chapter or code and for service of process pursuant thereto when said applicant is absent from his or her normal place of business. Such a designation shall be made in writing, and shall accompany each application form.
C. Renewal of Registration: An application for renewal of an operating registration shall be made thirty (30) days prior to the expiration of the current operating registration. An application form shall be mailed to owner at least forty-five days prior to the expiration of the current operating registration.

Such notice shall include the name and address of the person or persons succeeding to the ownership or control of such single-family dwelling, apartment building, multiple-unit, multiple dwelling, dwelling or dwelling units.
E. Term of Registration: Every registration shall be in effect for a one year period unless sooner revoked for cause by the village and must be renewed annually.

Plain English

North Riverside Ch. 8.07 § 8.07.020 requires anyone who leases or rents residential property in the Village — from a single-family home to a large apartment building — to register with the Village before doing so and to renew that registration annually. Annual fees are $150 for properties with four or fewer units and $250 for properties with five or more units, with a $25 fee for certain occupancy-change updates. Registration is conditioned on code compliance, designation of a local agent for service of complaints, and timely notice to the Village whenever ownership or control of a registered property changes hands.

For Property Managers

Under North Riverside Ch. 8.07 § 8.07.020, compliant rental property operators register with the Village before leasing any unit, pay the applicable annual fee ($150 for four or fewer units; $250 for five or more), and designate a written agent to receive complaints and legal process when the owner is away from their normal place of business. Operators also submit renewal applications at least 30 days before the current registration expires and notify the building official in writing within 10 days of any transfer or change in legal control of a registered property. Keeping the property free of Village ordinance violations is a prerequisite for registration issuance or renewal.

For Tenants

North Riverside Ch. 8.07 § 8.07.020 establishes that any landlord renting residential property in the Village must hold a current, valid registration — meaning tenants can inquire with the Village about whether their landlord is properly registered. If a landlord is operating without registration or has had a registration revoked, that fact may be relevant to housing complaints filed with Village officials. Tenants who have questions about their landlord's registration status or related rights may wish to contact the Village's building department or consult a local tenant-rights organization for general guidance.
