North Chicago Title 5 Ch. 14 § 5-14-17 establishes a formal appeal right for anyone who receives a violation notice, is denied a landlord license or short-term rental endorsement, or has a license suspended or revoked under the landlord licensing chapter. Appeals are heard by the Planning and Zoning Commission under section 8.6 of the City of North Chicago Zoning Ordinance. However, if the adverse decision stems from serious structural, mechanical, plumbing, or electrical code violations posing a health or safety risk, an incomplete license application, or an occupancy level exceeding the permitted maximum, the property may not be rented or leased while the appeal is pending.

For Property Managers

Under § 5-14-17, operators who receive a violation notice or face a license denial, suspension, or revocation have a defined path to challenge that decision before the Planning and Zoning Commission. Compliant operators typically ensure their license applications are complete and that their properties meet all structural, mechanical, plumbing, electrical, and occupancy standards before renting—because deficiencies in those areas trigger a mandatory rental hold during any appeal. Keeping thorough maintenance records and promptly addressing code issues helps demonstrate good-faith compliance throughout the licensing process.

For Tenants

Section 5-14-17 of North Chicago's landlord licensing chapter provides important protections for renters: when a landlord's license is denied, suspended, or revoked due to serious code violations, an incomplete application, or excess occupancy, the property cannot legally be rented or leased while an appeal is pending. Tenants who believe their unit may be subject to such conditions can contact the City of North Chicago to inquire about a property's licensing status or any outstanding violations. Tenant-rights organizations can help renters understand what options may be available when a rental property is operating under a challenged or revoked license.
