North Chicago Title 5 Ch. 14 § 5-14-14 establishes conflict-of-interest restrictions for city officials and employees who are involved in enforcing the landlord licensing chapter. Such individuals are generally barred from having financial or labor ties to building construction, inspection, alteration, or maintenance work—unless they personally own the building in question. The provision also broadly prohibits these officials from engaging in any work that conflicts with their official duties or with the City's interests under Illinois law.

For Property Managers

Under North Chicago Title 5 Ch. 14 § 5-14-14, property owners and managers can expect that the city employees who inspect or enforce landlord licensing rules are prohibited from having personal financial interests in the work being regulated. Compliant operators generally keep records of inspections and enforcement contacts, which can be useful if a question arises about whether an official had an improper interest in a decision affecting their property. Awareness of this provision helps operators recognize situations where an enforcement action may warrant closer scrutiny of the official's impartiality.

For Tenants

North Chicago Title 5 Ch. 14 § 5-14-14 is designed to ensure that city officials enforcing landlord licensing rules do not have personal financial stakes in the buildings or work they oversee. Tenants who believe an enforcement official may have a conflict of interest in a matter affecting their housing can raise that concern with the City of North Chicago or consult a tenant-rights organization familiar with Illinois municipal law. Understanding this provision can help tenants assess whether enforcement decisions in their building were made impartially.
