Under North Chicago Title 12, Chapter 2, Section 12-2-9, before a condominium unit sale is finalized, the seller must provide the buyer with a copy of the relevant certificate of inspection—covering both the individual unit and the common elements. The buyer must then give the seller a written acknowledgment confirming receipt of that certificate. The seller is required to keep those written acknowledgments on file and make them available to city authorities upon reasonable request.

For Property Managers

As a seller or property manager involved in a condominium conversion under § 12-2-9, compliant operators ensure that a copy of the applicable certificate of inspection is delivered to each unit purchaser before the transaction closes. They also collect and retain the buyer's signed written acknowledgment of receipt, organizing these records so they can be produced promptly when city authorities request them. Maintaining a clear, organized file of these statements for every unit sold is a standard practice for staying in compliance with this provision.

For Tenants

Under § 12-2-9, purchasers of condominium conversion units have a right to receive the certificate of inspection for their unit and the common elements before the sale is completed. If a buyer did not receive this certificate prior to closing, that gap in the process may be relevant to any dispute or complaint brought before the appropriate City of North Chicago authorities. Tenant and buyer advocacy organizations can help individuals understand what remedies or complaint processes may be available when this requirement has not been met.
